Since voters approved Proposition 4 in 2018, Utah has been engaged in an ongoing legal debate over whether voter-approved government reforms can be substantially changed by the Legislature after they pass.
Better Boundaries Foundation supports litigation challenging the Legislature's changes to Proposition 4 and the congressional maps adopted after those changes. This case raises important constitutional questions about the initiative power reserved to Utah voters and the role citizen-led reforms play in Utah government.
As the case continues, Better Boundaries Foundation helps fund the legal work needed to defend voter-approved reforms and clarify the protections that apply when Utahns use the ballot initiative process.

Redistricting & Representation
For years, Better Boundaries Foundation has helped Utahns understand how redistricting affects representation, including how district lines can divide communities, shape political outcomes, and influence who has a voice in government. Throughout multiple redistricting cycles, we have provided information about proposed maps, explained the standards and criteria used to draw districts, and helped Utahns understand the choices being made throughout the map-drawing process.
Our work also looks beyond redistricting. Through research and analysis, we study how electoral systems, primary election reform, and voter access affect whether elected officials reflect the voters they serve and whether voters have a meaningful vote.
We also help Utahns participate in these decisions. From public hearings and map submissions to opportunities for public comment, Better Boundaries Foundation works to ensure voters understand how they can engage in the redistricting process and have their voices heard before decisions are finalized.

Ballot Initiatives
For more than 125 years, Utahns have held the power to propose laws and put them before voters. This initiative power reflects the principle of popular sovereignty, which means government authority comes from the people.
The ballot initiative process gives Utahns a way to address issues that are not being resolved through the regular legislative process. It also helps keep government accountable to the people it serves. Understanding this power includes knowing how the process works, how Utahns have used it, and how changes to the rules can affect the public’s ability to participate.
Better Boundaries Foundation was born out of a citizen-led initiative effort and has spent years helping Utahns understand how the initiative process works, what rights are reserved to voters under the Utah Constitution, and how initiatives have shaped public policy in Utah.
